And his performances caught the eye of Spurs who are looking to replace departing Toby Alderweireld with another elite centre-back.
Alderweireld, 32, left Spurs after spending six years at the club, joining Al-Duhail SC in Qatar for a fee deemed to be in the region of £13m.
Chairman Daniel Levy has reportedly made a £42m offer for Romero.
But having seen it rejected, the Spurs chief will up it by £5m, according to Sportitalia reporter Gianluigi Longari.
Atalanta are set to sign Romero for £21.5m from Juve before moving him on immediately.
Previous reports suggested the Serie A outfit will hold out for £52m.
They are keen to move him on quickly because they are now said to be lining up a move for Augsburg central defender Felix Uduokhai.
SPORT1 journalist Florian Plettenberg tweeted: "Atalanta is strongly interested in the central defender [Uduokhai] from FC Augsburg/Germany.
"Talks have already taken place. Price tag over £12.7m. He is supposed to replace Romero, who is facing a move to Spurs."
Uduokhai, who joined Augsburg permanently from Wolfsburg last summer, has been competing at the Tokyo 2020 Olympic Games for Germany.
But the Germans failed to qualify for the quarter-finals of the competition after drawing their final game with Ivory Coast.
Earlier this summer, Manchester United reportedly failed in their bid to sign Romero as they saw a £39m offer rejected.
